Hailar (; pinyin: Hil'r) is a city in Inner Mongolia Autonomous Region, People's Republic of China. Administratively speaking, it is a district of Hulunbuir prefecture-level city, and the capital of that prefecture-level city. In reality, Hailar is the urban area, with Hulunbuir being the wider geographical region that contains the urban area. It is served by the Hailar Airport, which has direct flights to Beijing and Hohhot.
